MAPE finds additional $100 million in savings

 

MAPE's Statewide President Chet Jorgenson and Executive Director Jim Monroe pinpointed how the state can save $100 million as we face a $1.2 billion deficit.

Here are MAPE’s proposals to use an additional $100 million to decrease Minnesota’s budget deficit:
  • Currently, the State of Minnesota spends $1.9 billion in outside contracts. MAPE proposes saving $40 million annually by reducing outsourced contracts by 2.25 % - the same percentage the Governor ordered cut to state agencies through unallotment.  The savings would be $80 million for the biennium. 
  • MAPE proposes approximately $7 million in annual savings by cutting the equivalent of 65 additional managers hired during the last fiscal year. That is $14 million for the biennium.
    • Currently, recent management hires cost the state $8.5 million, but when unemployment and healthcare costs are deducted, the savings are closer to $7 million annually. 
    • In addition, a strong hiring freeze needs to be implemented for any future management openings. Right now there is nearly one manager for every two supervisors in the Pawlenty Administration.  And, not to forget, in the last year of any administration, many times positions are created to hide political allies.  A hiring freeze of state managers should take care of this unnecessary use of taxpayer funds. 
  • MAPE proposes saving $2.3 million annually by banning all out-of-state travel.  That would produce $4.6 million in savings for the biennium.  MAPE also requests that the Pawlenty Administration review and evaluate all MnSCU travel not related to collegiate teams.
MAPE proposes that the approximate $2 million in political patronage jobs and compensation levels for board appointments be reviewed and possibly eliminated.

I wish to publicly dissociate myself from these statements from MAPE insofar as they relate to Bill Walsh. I worked with Bill for several years, including on a media release that won an award for professional excellence from the Minnesota Association of Government Communicators. As far as I am concerned, he earns his keep.
