Negotiations Committee (Team)

Negotiations Committee (Team) negotiates our contract with the administration. During contract negotiations, this committee requires a lot of time and focus.

MAPE’s Negotiations Team returned to the bargaining table Wednesday with the state to try and hammer out a contract through voluntary mediation. After 15 hours, the employer broke off negotiations. The issues that remain unresolved are health care, compensation and including state employees in the Dayton Administration’s government redesign plan.  

MAPE members were at the forefront of advocating for government efficiency in 2010 when they presented the Pawlenty Administration with close to $350 million in savings and yet the door remains closed for their participation in state government redesign. 

MAPE members sacrificed their wages and benefits during the 2011 government shutdown when negotiations broke down between the Dayton Administration and the Legislature. Our hard working members deserve fair compensation and healthcare benefits and have sacrificed enough.

Although a voluntary settlement can still be reached with a mediator, MAPE’s negotiators are preparing for arbitration.

A number of the meetings have been packed with standing-room-only crowds as MAPE members attend contract informational meetings to get the details on the contract offer from the governor's team.

MAPE's Negotiations Committee and then the Board of Directors voted unanimously to recommend that members reject the “best” contract offer from the governor’s team. Voting “no” means contract negotiations will be submitted to binding arbitration for resolution.

The MAPE Board also established the following timeline for considering and voting on this “best offer”:

  • Electronic voting will be used by MAPE members for this election. Voting instructions and information on the “best offer” will be mailed via U.S. mail to all eligible members beginning March 28. Voting begins at 8 a.m. April 4 and ends at 11:59 p.m. April 11.
     
  • Results will be announced April 16. (AFSCME will announce results April 16 as well.)

Marathon negotiations between MAPE and the governor’s team ended late last night with a “best offer” by the state that the MAPE Negotiations Committee subsequently rejected. The MAPE Board of Directors will review the offer at a special meeting on Friday, March 9.

What Your MAPE Negotiations Committee Fought For:

  • 2% Across-the-Board Salary Increase July 1, 2012
  • $500 lump sum on July 1, 2012
  • 1/2% Across-the-Board Salary Increase during the last full pay period of June 2013
  • Steps in contract years 2011-2013
  • $500 payment into a Health Reimbursement Account on January 1, 2013
  • No changes in health insurance for Tiers 1&2
  • Increase the annual dental cap from $1,000 to $1,500
  • Increase the number of hours of sick leave available to care for a parent from 24 to 32
  • No sub-contracting of bargaining unit work
  • Balancing on an hour-for-hour basis for overtime worked
  • A voice in the governor’s “Better Govern-ment for a Better Minnesota” — a plan to reorganize state government to reduce waste, save money, and deliver better ser-vices to Minnesotans. MAPE believes front-line workers have a great deal to offer in this arena.
What the Governor’s Negotiator Offered:
  • 1% Across-the-Board Salary Increase July 1, 2012
  • Elimination of step increases in the second year
  • Health insurance increases in first dollar deductibles, office visit co-pays, emergency care, hospital and surgery co-pays, out of pocket expenses for prescription drugs and out of pocket expenses for medical care. In addition, a 10% co-insurance for “specialty drugs” that are often very expensive and essential to avoid death. (The full health insurance linked in here.)
  • Changes to the Correctional Employees Retirement Plan (CERP) for all eligible employees hired after January 1, 2013, including eligibility after 20 cumulative years of service in a covered classification with a minimum of five years immediately preceding retirement. Coverage would be limited to singles only.
  • Elimination of paid vacation, leaves of absence, sick leave, and other paid time off would not be counted toward overtime

 

What’s Next?

After the MAPE Negotiations Committee voted to reject the “best offer,” the mediator proposed arbitration in an attempt to avoid a strike and to settle this dispute.

MAPE Negotiatiosn Report

With open enrollment for state employees beginning tomorrow (Wednesday), the Labor Health Care Insurance Coalition negotiated an agreement late this morning with the State of Minnesota that resulted in no premium increases for MAPE members.  The agreement covers 2012 open enrollment which will last from Nov. 2 until Nov. 15, 2011. 

“With our members already taking a hit to their pocket books because of the state government shutdown in July, we wanted to make sure that they were spared any further financial hit this year,” said Jim Monroe, MAPE’s Executive Director.  “I also want to stress that this agreement is only for 2012 open enrollment as our state contract and health care negotiations are ongoing.”

Negotiators review negotiations survey resultsWhile the new Republican House majority introduced a flood of bills that would irreparably damage vital services used by Minnesotans, MAPE’s Negotiations Team met Tuesday through Thursday, Jan. 11-13, to work on proposals for MAPE’s 2011-2012 contract.

Remember the salmonella scare that killed three Minnesotans and nine nationally? It was MAPE members at the departments of health and agriculture who traced the link back to peanut butter manufactured at a Georgia plant. This led to national legislation resulting in improved safety standards that were signed into law by President Obama earlier this month. MAPE members make a difference and they help save lives.

What if there’s a massive chemical spill? How do we keep criminals off the streets? These are all services provided by MAPE members that the Republican majority wants to drastically harm or eliminate. MAPE members protect the health and safety of our state.

With these critical issues rumbling at the Capitol, MAPE’s negotiators reviewed the negotiations survey results and began drafting proposals based upon those results. For more information, please go to the following members’ only link: MAPE Negotiations Report 2


 

The negotiations survey is headed out to MAPE members’ mailboxes.

Members can respond to the survey online via the web address provided on the survey, but access IS NOT allowed from the state computer system (including MnSCU) -- if you attempt to fill the survey out from a work computer, the message you receive will say, "You are not authorized to view this page."

Please fill out the survey at home.

Members also can mail the paper form back via the U.S. Postal Service (using the envelope enclosed to the address specified for the survey.) Please do not e-mail completed surveys to the company servicing the Web site.

Completed surveys must be received by Jan. 5.
