Membership Committee

Membership Committee leads our efforts in membership recruitment and retention. The administration’s negotiators look closely at our membership numbers. The higher the percentage of members we have, the more we can help our contract negotiation efforts. The committee also establishes criteria for MAPE scholarships and selects scholarship recipients.

Membership Secretary is an optional officer position within MAPE Locals. At this time, ten of MAPE’s 39 locals have a Membership Secretary. With outreach on the minds of many local leaders, there have been more questions about this new officer position.

Outreach is not a one-person job – it requires commitment from many local members to be successful. The primary responsibility of the Membership Secretary is to coordinate the local’s outreach activities. This can be accomplished in any number of ways: recruiting members to reach out to their fee-paying co-workers, organizing member appreciation events, coordinating MAPE coverage at new employee orientations, and ensuring new employees receive a personal welcome and introduction from a MAPE member on the worksite.

While each group of local officers determines how to share responsibilities, some related to the role of Membership Secretary are:

  • Promote membership, member participation, unity, and solidarity
  • Ensure employees newly assigned to the local are welcomed with a new employee   packet and are encouraged to become members
  • Strive to improve the overall membership experience
  • Provide a report at the local’s business meeting
  • Maintain the local’s membership records
  • Ensure local information in the new employee packet is current
  • Work with MAPE staff to ensure accurate membership lists

MAPE ScholarshipsProfessional employees need ongoing training to maintain their competency and fulfill their continuing education requirements. Training opportunities are rapidly shrinking in the public sector, making it increasingly difficult for professional employees to get their training needs met. Therefore, MAPE offers three scholarships to members:

General Scholarship

  •  For individuals
  •  For degree- or non-degree-seeking continuing education
  • $10,000 available (maximum of $1,000 per applicant)

Thomas Kernan Labor Scholarship

  • For individuals
  • For labor-related studies
  • $10,000 available (maximum of $1,000 per applicant)

Ralph Cornelia Professional Development Scholarship

  • For individuals or groups (such as a local; a group of members with the same job classification; or stewards in a region)
  • For job-related, non-degree-seeking continuing education
  • $5,000 available (maximum of $1,000 per applicant)

Award determinations are based on criteria such as need, current or former MAPE involvement, and professional development goals. Use the same form for all three scholarships. You do not need to specify which scholarship(s) you are applying for. The MAPE Membership Committee will consider you for the appropriate one(s).

Although awards can be as large as $1,000, the number and size of awards depends largely on the number of members applying. The Membership Committee selects scholarship recipients, and the committee’s decisions are final.

Applications will be accepted as early as May 1.  (Any arriving at the MAPE office before May 1 will not be considered.)  All applications must be physically at the MAPE office (not postmarked by) no later than 5 p.m. CDT on June 30.  Applications may be e-mailed, but the e-mail time stamp must be no later than 5 p.m. CDT on June 30. Applications arriving after this time will not be considered.

In an effort to create more transparency in MAPE's decision-making process, the Membership Committee will be keeping and posting minutes from their meetings. The Membership Committee and MAPE organizing staff are looking for two locals to participate in a new employee outreach pilot program this spring. MAPE Ambassadors is a six-month, structured initiative to improve contact with new employees. Participating locals will receive the training, resources, and support needed to achieve the goals they set for themselves.

More than 2,500 state workers retired in 2011, a 21% increase from the previous year, and we can expect the trend to continue in 2012. While state agencies will not fill some positions in a cost-savings effort, most will be filled with new employees, unfamiliar with MAPE or any union. We have an unprecedented opportunity to evaluate and improve our approach to new employee outreach, and potentially develop a new generation of union activists.

Locals interested in participating must apply. The Membership Committee will review applications and select two locals. Volunteers from selected locals will participate in an initial training workshop, a mid-point progress meeting, and end-of-program debriefing session. After the initial training, volunteers (known as MAPE Ambassadors) will be expected to implement the strategies learned by identifying new employees in their worksites, conducting one-on-one introductory conversations, and engaging in regular follow up.  

The MAPE Ambassadors Program will be operated at no cost to participating locals. Interested locals need to fill out an application and submit it to Kelly Morrell (kmorrell@mape.org) by Thursday, February 9th. The Membership Committee will notify the selected locals by Friday, February 17th.

At the 2010 Delegate Assembly, MAPE members re-committed to a statewide goal of 80% membership – a goal first established at the 2009 Delegate Assembly. To aid local leaders to their efforts to help MAPE achieve statewide success, the Membership Committee has dedicated a portion of its budget to local recruitment efforts.

 Every local, regardless of its membership percentage, is entitled to two full days of lost time and mileage reimbursement for two leaders to reach out to fee payers. The Membership Committee understands each local will tailor its recruitment efforts to its needs, based on classifications represented in the local, the geographic spread of worksites, and leaders' schedules. Therefore, locals are free to spend the hours however they see fit; simply put, the Membership Committee will provide lost time and mileage reimbursement for every local to conduct recruitment activities, up to 32 hours a month or 384 hours a year.

To be reimbursed by the Membership Committee, local leaders need to follow a few simple guidelines to ensure effectiveness and accountability:

  • MAPE Organizer Kelly Morrell and Statewide Vice President Royce Tyre must be notified of planned activities in advance.
  • Reimbursed activities must include a direct ask to fee payers. While it is important to maintain healthy relationships with our members, these funds are dedicated to recruitment.
  • Locals should report the results of their activities to Kelly Morrell or Royce Tyre after they are completed.
