Sept. 16, 2011

The Government Relations Committee screens and recommends MAPE’s legislative goals and keeps our members informed about legislative issues and labor-related political activity, and promotes political activism.

Present: Carol Walsh, DEED, co-chair; Glenn Donnay, Health; Ann Hill, Ombudsperson for Families; Kendal Killian, MAPE; Ahmad Lewis, Revenue

Online comments: GRC committee reviewed online comments regarding the Team MAPE/GRC core priorities and positions. Committee decided to prepare a hard-copy survey with the same questions to distribute to delegates and alternates at the 2011 Delegate Assembly and collect completed surveys for additional feedback and comment. (Carol/Ann)         

2012 legislative priorities and legislative scorecard: Based on available member feedback, committee prepared the 2012 Team MAPE/GRC core legislative priorities and positions, which will be distributed at the DA Sept. 23-24, 2011. GRC committee also reviewed and discussed the legislative scorecard, prepared by Kendal and Richard Kolodziejski, legislative affairs director. This document will also be available at the DA.

DA hospitality event:We will contact Carrie Wasley, new Team MAPE/PAC director, to see if we can coordinate an event or assist in hosting. (Carol)

legislative meetingsEarlier this year, the MAPE Government Relations Committee (GRC) voted to change the traditional Day on the Hill from a one-day event to a series of in-district meetings. The GRC is now spearheading a program encouraging all MAPE members to contact and meet with their legislators. The idea is to show legislators who state employees are, what we do to help the state and how we contribute to our local economy.

“We need to meet with legislators in their own home districts in order to tell our stories about what we do for the state,” said GRC co chair Mitch Wallerstedt.  “In order to do this, the GRC decided to remove the formalities of the Capitol and ask members meet with legislators in their home districts.”

“We need to show that our individual members are key parts of each legislative district community,” added GRC co-chair Carol Walsh. “By meeting in-district, we can better tell our story about where we work, where we live and how we contribute to the betterment of each specific local community.”

In district legislative meetings will be held throughout the month of March. If you are willing to join this effort, be meeting with your legislators please email kkillian@mape.org.

In attendance were: Kendal Killian, Rubin Latz, Ahmad Lewis, Angie Piche and Mark Proctor.

DA Recap: It was decided that DA Resolution 36 (Membership Application Change) should have GRC membership input and that since Glenn Donnay serves on both committees, he could be our representative. DA Resolution 39 (Increase MAPE Job Security Through Tax Base Growth), which was part of the DA ballot support process, was not be referred to GRC.

Update on DOH planning (Piche): Discussion related to what our main focus should be.

Support of anit-bullying legislation: Support of legislation on the issue was discussed and was given informal approval as long as Richard and Kendall would not be spending very much time trying to influence this legislation since it does not directly relate to MAPE issues.

In-district meetings with legislators: Topic was discussed. This may be more effective in greater Minnesota due to the legislative district diversity in the metro area locals. In general the idea was supported, but logistics were a question.

GRC Membership: The topic of replacing GRC members that don't attend meetings was discussed and the GRC committee feels we need to have active members that participate in all aspects of GRC activities (especially official meetings).

Presentation by member regarding tuition reimbursement legislation: MAPE member Nick Snavely (DNR-St. Cloud) gave a presentation about tuition reimbursement legislation to the committee. The State of Florida, a right to work state, has this legislation, and he talked about how the program worked there. There is broad support from members in general, and the GRC suggested he continue to bring this idea out to the locals. Tuition reimbursement would be a negotiated item, not a legislative priority. GRC approved lost time for member.

2011 legislative priorities and review of member feedback: Member feedback on legislative priorities was reviewed, and legislative priorities were reviewed and updated.

DA planning and hospitality event: Discussion on Delegate Assembly hospitality event. GRC will raffle eight to 10 MAPE $25 gift cards. The goal is to increase contributions and recruit members favorable to the PAC. Subcommittee for the event: Don Collier, Ahmad Lewis, Angie Piche, Sheila Scott, and Jay Smith will handle.

DA resolution 39 review: Resolution 39 (Increase MAPE Job Security Through Tax Base Growth), which has the potential of being referred to the GRC at the DA, was discussed.

Day on the Hill: Wednesday, March 16, 2011 was chosen as the date for MAPE Day on Hill. Rubin Latz will mentor Angie Piche in the logistics. Ahmad Lewis, Mitch Wallerstedt, Mark Proctor and Ann Hill will do Day on the Hill outreach to local. Assembly in the Great Hall may include screening of the video, discussion of priorities and legislative speaker.   

Next meeting: The next GRC meeting will be 8:30 a.m., Friday, October 29 at MAPE Central.

August 13, 2010

The Government Relations Committee screens and recommends MAPE’s legislative goals and keeps our members informed about legislative issues and labor-related political activity, and promotes political activism.

Present: Mitch Wallerstedt, MnSCU, co-chair; Carol Walsh, DEED, co-chair; Glenn Donnay, Health; Ann Hill, Ombudsperson for Families; Ahmad Lewis, Revenue; Angie Piche, Revenue; Mark Proctor, Human Services

Not present: Steve Katz, Human Services; Rubin Latz, DEED; Lisa Wichterman, DLI

GRC members were invited to attend the Board of Directors meeting for a debriefing on MAPE’s involvement with the Margaret Anderson Kelliher campaign. Cathleen Cotter and Kendal Killian, Team MAPE, were acknowledged for their time and grassroots organizing efforts.

The Board discussed at length the candidacies of Mark Dayton, Tom Emmer and Tom Horner and asked for comment from GRC members. Lewis spoke in favor of a Dayton endorsement. Walsh spoke in favor but stated that MAPE members would face consequences regardless of who is elected and asked for opportunities for members to meet and ask questions of endorsed candidate.

Board and Team MAPE both endorsed Mark Dayton for governor.

The GRC met separately on the following subjects:

MAPE legislative awards: The GRC has named Sen. Linda Berglin and Rep. Ann Lenczewski as MAPE legislators of the year, and John Pollard, staff of the year. Richard Kolodziejski, legislative affairs director, will check into their availability to accept the awards at the Delegate Assembly.

MAPE legislative priorities: MAPE’s legislative priorities are now posted on the MAPE website and Team MAPE. Feedback from MAPE members will be solicited via Local leadership. GRC members should read the document and send suggestions for changes to Richard Kolodziejski.

DA hospitality event: Discussion on Delegate Assembly hospitality with Cathy Smalec, MAPE administrative assistant. GRC has authorized spending up to $1,500 on DA hospitality. Don Collier, Ahmad Lewis, Sheila Scott, and Jay Smith will handle.

Next meeting: The next GRC meeting will be 8:30 a.m., Friday, September 10 at MAPE Central. Nicholas Snavely, DNR, will address the GRC on making two DA resolutions a legislative priority: Changes to sick leave policy and free or reduced tuition at state colleges. The meeting agenda will also include legislative priorities and the DA.
