Elections Committee provides oversight to the statewide and regional elections. The committee validates candidate credentials, monitors campaigns, conducts elections and hears protests.

LOCAL OFFICER POSITIONS

  • PRESIDENT: conducts the affairs of the Local and preside at Local meetings.
  • VICE-PRESIDENT: presides at Local meetings at which the President is not in attendance, and shall chair the Local Job Action Committee.
  • SECRETARY: maintains a record of the Local’s proceedings and the Local’s membership records.
  • TREASURER: responsible for any funds directly received or disbursed by the Local, and shall maintain a record of the Local’s financial transactions.
  • REGIONAL NEGOTIATIONS TEAM REPRESENTATIVE
    • Negotiations Committee (Team) negotiates our contract with the administration
    • During contract negotiations, this committee requires a lot of time and focus
  • DELEGATES & ALTERNATES to serve at the Annual Delegate Assembly (September 21 & 22, 2012)

Each Local is guaranteed at least one Delegate and one Alternate.  The first Delegate shall be the Local President.

In electing Delegates, each Local shall endeavor to ensure the overall delegation is balanced and representative of the entire Local.

  • REGIONAL DIRECTOR POSITION A Regional Director must be a member of the Region s/he serves. Duties of a Regional Director include, but are not limited to:
    • Gathering concerns and interests of people s/he represents
    • Making policies that reflect her/his constituents’ interest
    • Performing other duties as assigned by the Board of Directors in accordance with the Board’s policies
    • Disseminating information regarding status of MAPE and newly enacted policies as well as standing policies of MAPE
  • REGIONAL NEGOTIATIONS TEAM REPRESENTATIVE
    • Negotiations Committee (Team) negotiates our contract with the administration
    • During contract negotiations, this committee requires a lot of time and focus

MAPE’s 2012 Delegate Assembly will be held Friday, September 21 and Saturday, September 22 at the DoubleTree by Hilton, Bloomington. 

In addition to the Board of Directors, each local will be represented by delegates based on the number of members in the local as of April 1, 2012.  Please remember that the president of each local is one of the delegates, in accordance with the MAPE Bylaws.  The number of delegates is based on the number of actual members (those who have completed a membership application), not a combined total with “feepayers” included.

MAPE BylawsArticle X

DELEGATE ASSEMBLY

Section 1.Composition.  The Delegate Assembly shall consist of the members of the Board of Directors and the delegates elected by Locals.

Delegates shall be allocated to each Local by dividing total membership by 100 and dividing the membership of each Local by the quotient obtained and rounding off to the nearest whole number.  Each Local is guaranteed at least one Delegate and one Alternate.  The first Delegate shall be the Local President. Calculation of the number of members for this purpose shall be done annually by the Second Vice President, using data effective April 1.  The Second Vice President shall be responsible for completing this calculation and for notifying Locals in writing of the number of delegate and alternate positions.

Each Local may also elect rankedalternate delegates equal in number to the number of delegates allowed to that Local.  Delegates and alternate delegates must be members of the Local they are elected to represent at the time of the Delegate Assembly. In electing delegates, each Local shall endeavor to ensure that the overall delegation is balanced and representative of the entire Local.

Special Delegate Assemblies shall consist of those delegatesand/or alternates eligible for seating at the last-held Delegate Assembly, and the Board of Directors.

Re: MAPE 2011 Statewide Election Results Certification and Report

Official results of the 2011 Statewide Election are summarized in the attached Tables.

The Elections Committee finds that the attached presentation best demonstrates the counting of the preferential balloting for offices of President, First Vice President, and Second Vice President.  In each of these cases, the first count represents the number of votes first received by each candidate.  The second count for that office represents the second preference of the lowest vote-getting candidate being redistributed among the remaining candidates.  Third and forth counts represent the repetition of this process until one of the candidates exceeds 50 percent of the total number of votes cast for that office in its first tally. It is noteworthy that participation of members drops off dramatically as reallocations continue.  This is because many members chose not to fully rank all of the candidates on the ballot.  Several provided commentary on their ballots indicating this was not a mistake, and intentional.  

The administration of this election was not flawless.  The initial mailing of the candidate personal statement booklet lacked a statement for one of the candidates.  This was immediately posted to the web and notification e-mailed to members and a paper copy resent by Friday, October 28 along with an explanatory letter.  Some candidates expressed concern that the additional visibility afforded this candidate may have over compensated  and provided advantage. The Elections Committee finds that the adequacy of this remedy is supported by attached table illustrating the time distribution of ballots received.  Evidence supports that the affected candidate was neither advantaged nor harmed in the election.

In addition, it was later discovered that an out-of-date list was used for mailing.  Upon discovery, 78 members were identified as having not had timely ballots sent.  These were immediately sent on November 4th with an explanatory letter.   It was also discerned that approximately 362 ballots were errantly mailed to ex-members, largely retirees.  This is 4 percent of the total.  Of these, some were returned as having changed addresses and retained.  As a broad sampling of MAPE membership, it is expected that these members would be unlikely to vote in greater proportion than members voting and likely in lower proportion.  Having had 1708 envelopes returned of the 8966 sent suggests a participation rate of 19 percent.  Thus, 69 of the errant ballots might have been returned.  Of those, we would expect votes to be distributed like the other 96 percent.  In conclusion, the Elections Committee does not find evidence that this imperfection affected the outcome of this election.

While we recognize that MAPE procedures were imperfect and staff errors occurred, staff are aware of the necessary steps to avoid this happening again and are taking corrective action.

Nonetheless, we do not find any evidence that these events altered the outcomes of this election.

OFFICIAL ANNOUNCEMENT OF STATEWIDE OFFICER AND BOARD OF TRUSTEES ELECTIONS

NOMINATIONS WILL OPEN ON JULY 26, 2011, FOR THE FOLLOWING MAPE POSITIONS:

  • President
  • First Vice President
  • Second Vice President
  • Secretary
  • Treasurer
  • Three Trustee positions (two 4-year terms, one 3-year term)

Nominations close on September 24, 2011.

The election will be held between October 22, 2011, and November 12, 2011. The method of balloting will be by hand-counted paper ballot, unless the Board of Directors directs use of an electronic method of voting. Paper ballots will be tabulated on November 17, 2011, at MAPE’s central office.

Position Descriptions:

President. The President shall be a lost time position with provision to guarantee no loss of accruals or benefits. The President shall serve as the Chair of the Executive Committee, the Board of Directors, and the Delegate Assembly. The President shall serve as an ex-officio member of Statewide Standing Committees, except for the Elections Committee. The President may call for special meetings of the Board of Directors or Delegate Assembly as provided for in these Bylaws.

The President shall work with the Executive Director to provide for effective and proactive labor relations with the employer, to include, where appropriate, participation in departmental meet and confers, state-wide labor management committees, negotiations, and political action.

The President shall appoint all committee members and committee chairs, subject to Board approval, except those for which provisions have been made.

First Vice President. The First Vice President shall preside at meetings of the Delegate Assembly, Board of Directors, and Executive Committee at which the President is not in attendance. After completing Advanced Steward Training, the First Vice President shall chair the Employee Rights Committee. The First Vice President shall chair the Job Action Committee. The First Vice President shall perform other duties as directed by the President or Board of Directors.

Second Vice President. The Second Vice President shall perform the duties of the First Vice President at meetings at which the First Vice President is not in attendance. The Second Vice President shall maintain the membership records, chair the Membership Committee, and perform other duties as directed by the President or Board of Directors.

Secretary. The Secretary shall keep a record of the proceedings of the Delegate Assembly, the Board of Directors, and the Executive Committee, maintain all the records of MAPE, and perform other related duties as directed by the Board of Directors.

Treasurer. The Treasurer shall maintain all financial records and receive all moneys of MAPE, and deposit all moneys so received in the name of MAPE in a bank or financial institution approved by the Board of Directors. The Treasurer shall prepare and sign checks for such purposes as are required by the governing documents or are authorized by the Delegate Assembly, the Board of Directors, or the President.  The Treasurer shall keep an accurate record of receipts and disbursements and shall make monthly financial reports to the Board of Directors. The Treasurer shall act as custodian of all properties of MAPE. The Treasurer shall chair the Finance Committee and shall perform other related duties as directed by the Board of Directors.

Trustees. The duties of Trustees shall be limited to (1) financial matters and (2) serving on the Credentials Committee. All MAPE financial records shall be made available to the Trustees, but no records shall leave the MAPE office.  A Trustee shall not review records or vote on questions about records relating to him/herself.
