Local 501 Meeting Minutes

1. President’s Report– Call to Order - Vice President Tyrone Plunkett called the meeting to order at 12:02 pm.

 

2. Negotiations Rep– Carol Walsh – The Negotiations Team worked on new language proposals in preparation for the opening round of negotiations with the governor’s team. On Thursday, the team spent part of their day at the Capitol to help with MAPE’s Day on the Hill. The team learned that the governor’s chief negotiator for state contracts, Barbara Holmes, recently resigned to take another position with MnDOT.  The Negotiations Team is meeting April 17th & 18th. The first meeting with the governor’s Team will be April 18th. Minnesota Compensation Council Recommends Salary Increases:  The Minnesota Compensation Council is part of the State Legislative Coordinating Commission. State law has established a compensation council to meet in the even-numbered years to make recommendations to the Legislature regarding salaries of judges, constitutional officers and legislators.  The Minnesota Compensation Council approved a plan for pay raises for future governors, lawmakers, state agency commissioners and judges starting in 2015 (Star Tribune, Mar 11, 2013). Proposed pay increases are recommendations that would need both legislative ratification and the governor’s signature to go into effect. If approved, here’s what would happen:  Judges and justices would get a four percent increase in each of the next four years.  The governor’s salary, currently at $120,303 would get a 3 percent increase in both 2015 and 2016. It has been unchanged since 1998.  Legislators’ pay would be set at 33 percent of the governor’s salary. Currently at $31,140, their salaries would increase to $40,890 in 2015. This would be the first increase since 1999.  Most large state agency heads currently make 95 percent of the governor’s salary, while smaller agencies make closer to 85 percent. The new recommendation would allow some agency heads to make up to 133 percent of the governor’s salary. There would also be other changes to allow more flexibility in salary payments.   MAPE leadership supports the compensation council’s recommendations as there has been compression of state salaries, including many MAPE members for over a decade. Minnesota is the only state in the nation with a salary cap. As the salary cap is lifted, it’s seen as a beneficial move for MAPE members and will help move MAPE salaries forward during negotiations. 3. Director’s Report– Regional Director, Carrie Wasley - Board of Directors’ actions from the March 15, 2013 Board meeting (view minutes).

 

4. Treasurer’s Report– Local 501 Treasurer, Tom Kempe– As of February 28, 2013 our standing is as follows:  Our income from dues (648 total - 388 members & 260 fee payers) was $1,143.56.  Our expenses for the same period were $482.12.  We had an ending balance of $661.44.  In the interim, we have had additional expenses totaling $535.49 ($509.08 meeting lunch / $26.41 member goodwill).

 

5. Chief Steward/Business Agent Reports– Chief Steward, Ted Sitz– There are currently 10 grievances pending.  Steward training is May 21, 2013, email Kris Henry at MAPE central (khenry@mape.org) if you are interested.  We have 3 stewards going to anti-bullying training.  We will not be getting $250.00 on our Eide-BaillyBenefits card this year, there is no surplus in the SEGIP Fund.

 

6. BA – Dan Engelhart – There is currently one BA position open at MAPE central.  If you have a grievance, please see a steward.  Our new executive director is very committed to membership.

 

7. Old Business – 3/7/13 – M/S/P.   Union is all of us. DPS will have new employee orientation.

 

8. New Business – None presented.

 

9. Good & Welfare –DPS will have new employee orientation.

Attendance: Local Officers –Gary Johnson, President – Excused, Region 5 Officials – Carrie Wasley, Director; Carol Walsh, Negotiations Rep;  Ted Sitz, Chief Steward; Dan Englehart, MAPE Business Agent; Tyrone Plunkett,Vice President; Absent: Tom Kempe, Treasurer; Carrie Gott, Local 501 Secretary.

1. President’s Report– Call to Order - 12:05 PM. Gary called the meeting to order.

2. Negotiations Rep – Carol Walsh.  The Health Care Savings Plan has eliminated the five-year employment provision beginning with the current contract.  Back pay and raises will be reflected back to January 2 on the April 5 paycheck.  The negotiations committee will next meet on March 13-14.  Walsh commented on the communications infrastructure especially the video on reports from the Capitol.  Walsh reported that the negotiations committee finds a source on contract changes needed via the business agents who are there with individual members situations.  Walsh responded to individual questions from the members.

3. Director’s Report– Regional Director Carrie Wasley.  Scholarships close on March 31st and the funding must be used by December 31, 2014.  Delegate Assembly will be held on September 20-21 at the DoubleTree in Bloomington.  President Jorgenson recommended the appointment of Debra Raysor to the Membership Committee.  Dan Holub has been making the rounds of various locals.

4. Executive Director– Dan Holub. The Health Care Savings Plan will be inclusive of all MAPE bargaining unit employees regardless of length of state service.  MAPE Day on the Hill has been scheduled for March 14.  Nellie Stone Johnson Scholarship Dinner is March 21.  MAPE Day at Target Field (Twins vs. Toronto Blue Jays)  on September 8, Sunday, at 1:10PM. $28 per ticket and receive a $10 food and drink value (187 participants in 2012).  Created a taskforce to develop a recommendation to the BoD on how to proceed in creating a task force on workplace bullying.  New MAPE PAC member, Kassie Church approved.  Changes in the Treasurer Finance Committee Standards.  Changes to the Petty Cash Policy.  Changes to the guidelines for implementing an interim local governance structure.  Thank you letter received from the Bakery, Confectionery, Tobacco Workers and Grain Millers International for MAPE’s contribution to their relief fund.

5. Treasurer’s Report– President Johnson gave the report as Tom Kempe was not able to attend.  As of 1/6/13 there were 650 members with 258 fee payers and 392 as full members (650)

6. Chief Steward/Business Agent Reports– Chief Steward Ted Sitz. There are nine grievances pending.  Sitz asked for a round of applause to recognize the stewards in attendance.  Sitz reported the local 501 Steward of the year is Cory Lewis.  This is in recognition of her dedicated work as a steward.  Sitz reported that, during interviews for BA positions, held on Valentine’s Day, only Dan Holub correctly answered the question, posed to many people, of whose 100th birthday was remembered on that day.  The correct answer is Jimmy Hoffa.    Henceforth, Feb. 14 really should be known as Jimmy Hoffa Day.  Sitz reminded members that there is a bullying training coming up in April, and three stewards from the local will be attending.  Sitz also requested members to work one on one to increase full membership as that would increase the power of the union in negotiations.  Increased full membership will make our union a more democratic organization.

7. BA– Dan Engelhart  reported on a Meet and Confer with DEED management. Sequestration was covered along with many other topics, minutes will be made available. DEED Management is committed to letting us know as soon as they know anything regarding potential cuts regarding sequestration or at the state legislature.  He has not held one with DPS.  Engelhartalso reminded members of steward training to be held on March 21.  Engelhartreminded members of the Women’s retreat to be held on April 24~26.  Information can be found on the MAPE webpage. Engelhart encouraged members to come forward with specific workplace issues so that we can help them either through a grievance or collective action.

President’s Report/Call to Order: President Johnson called the meeting to order at 12:05 pm and introduced the local and regional officers.

Negotiations Rep Report: Carol Walsh –Negotiations Team is continuing work on the 2013-2015 MAPE Contract. Next meetings are February 12th & 13th.

Carol also offered her take on what she described as the “top 10 items of interest that have occurred since the last local meeting, January 3, 2012”:

  1. Minnesota Legislature gaveled into session January 8, 2013
  2. In a January 9 story in the Pioneer Press, Senate Majority Leader Tom Bakk said he and Speaker of the House Paul Thissen have a handshake agreement to guarantee there would be no government shutdown this year. Thissen stated the Legislature will get its job done on time -- by May 20, the constitutional deadline for adjourning.
  3. Historian and activist Rhoda Gilman, 85, publishes “Stand Up! The Story of Minnesota’s Protest Tradition,” an illuminating portrait of Minnesota’s legacy of rising up against established power. Ms. Gilman says the concept of protest runs deep and rich in the psyche and history of the state.
  4. Thursday, March 14 is MAPE’s Day on the Hill event.
  5. A January 20 news release from the Governor’s Office (“Dayton, Thissen, Bakk: Time to move Minnesota forward together”) says their commitment to Minnesotans includes continuing to reform state government to make it work better for all Minnesotans. We are going to have disagreements, but our differences will force us toward common ground, not a government shutdown.
  6. Senate confirms Jim Schowalter, Commissioner of MMB (he plays a large role in negotiations for the governor’s team) says the State has faced budget deficits in 9 of last 10 forecasts. After his confirmation, Schowalter, whose Twitter handle is @MMBcommissioner, tweeted: “You mean I get to tweet myself now?
  7. MAPE: Interim approval of the contract will be considered by the Subcommittee on Employee Relations at 4 p.m. Monday, Jan 28 in room 10, SOB, St. Paul.

  8. MAPE has hired a new executive director, who comes to us via WI Education Association Council (WEAC). WEAC is similar to Education Minnesota. Dan Holub began in his new position January 28.
  9. Dayton to Scott Walker: “Mind your own business.”: The governor had some harsh words for Wisconsin Gov. Scott Walker. Reacting to the governor’s budget plan, Walker posted this to Twitter: "In '11, IL raised taxes on income by 66% & businesses by 46%. Now MN Gov is proposing a $2 bil tax increase. WI is Open for Business." Dayton said Walker didn't have much to brag about: "Gov. Walker's economy is faring far worse than Minnesota's over the last couple of years. I would suggest Gov. Walker focus on his problems, and we'll deal with bettering Minnesota."
  10. Something will happen today. I don’t know what, but we’ll be steps closer to approval of the 2011-13 contract. A two percent across-the-board pay hike for state employees is one step closer to reality. The joint Subcommittee on Employee Relations is recommending the Legislature approve state contracts for thousands of state employees. The plan would give a two percent raise to seven separate groups of workers, including AFSCME Council 5, the Minnesota Association of Professional Employees, middle managers and corrections officers.

Director’s Report– Regional Director, Carrie Wasley: MAPE scholarships available starting 2/1/13 - 3/31/13.  MAPE officer training TBA. They have been some revisions of policy with the Board of Directors - if you are interested, please see Carrie. Board of Directors voted to not print 2012-2013 contracts due to expense and new contract period begins 7/1/3013. Let Board (Carrie) know if we want 2014-2015 contracts printed or online?  MAPE in the news: Dayton/Walker smack down, MN UI owes feds $0 and WI UI owes over a billion and their applicants are underpaid. MAPE “Day on the Hill” is 3/14/13.

Treasurer’s Report–Tom Kempe: As of 11/30/2012 we had $1,149.83 in our checkbook.  We have a total of 650 members, of which 290 are fee payers.  Thank you letters were received from the charities who received donations in December.

MAPE “Day on the Hill”– Guest speaker, Kathryn Halling, MAPE Government Relations Committee member (and Local 501 member from DPS): March 14, 2013, please arrive at 8:15 am at the Great Hall at the capitol. The program starts at 9:00 am. Meetings with legislators run from 10:00 am to Noon. Please register online at TeamMAPE.org (http://action.teammape.org/DOTH).

Chief Steward/Business Agent Reports– Chief Steward Ted Sitz: There are 10 grievances pending. If you have a chronic illness, please talk to your stewards about FMLA.  There will be an FMLA training session at Century College on 2/11/13. We can accomplish more together than divided: 1. Improved working conditions, 2. Better wages, 3. Improved retirement.  More full members, means more voice, means a more powerful union. There will be a Basic Steward Training session March 21, 2013 at the MAPE office in Shoreview - see Ted if you are interested.

BA Report – Dan Engelhart: Dan reminded us the MAPE Day on the Hill will be March 14.  Please see stewards regarding contract/work related issues.  We can expect the Legislature to pass our 2% wage increase soon - it will be retroactive to 1/2/13.  Remember: Your performance review must have something pretty bad in it to deny you a step increase.

1.  President’s Report – President Johnson called the meeting to order at 12:03 PM.

2.  Negotiations Report – Carol Walsh, Region 5 Negotiations Representative: The Negotiations Team is beginning work on the 2013 - 2015 MAPE contract.   Newly-elected negotiators (seven out of 21 are new to negotiations team) met for the first time at MAPE, for an overview of the negotiations process and training on December 12th. This initial training focused on providing both an overview of the process, and insight into what to expect during the 2013 - 2015 session.  The first full meeting of the 2013 - 2015 MAPE contract negotiations team then occurred over the course of the next two days, December 13th & 14th. Co-chairs Sandy Dunn and Mike Landers welcomed the team back, and over the course of the meeting guided the team through the update and completion of the negotiations survey. The survey is now complete, and will next be sent out to the membership both electronically (via email) as well as through regular mail, so all members will have an opportunity to respond.

Governor Dayton’s legislative priorities are:

  1. A tax reform bill.
  2. Job creation (presumably through another bonding bill that would start with civic projects in St. Cloud, Rochester and Mankato).
  3. A start to restoring cuts that have been made to higher education.
  4. Funding for early childhood education.

The next full meeting of the Negotiations Committee is slated for January 9th – 11th. Please watch for additional communications and updates as work progresses.

3.  Director’s Report – Regional Director Carrie Wasley: MAPE hired a new executive director, Dan Holub, who will start work at MAPE on January 28th.  MAPE is looking to change the Board of Directors meeting policies relative to executive sessions and ensuring that Board meeting information gets communicated back to locals by Regional Directors.  MAPE day on the Hill is scheduled for 3/14/2013.

4.  Treasurer’s Report – Tom Kempe: As of Nov 30, 2012 we have $914.98 in our checkbook. Our total fund balance was approximately $8,100 as of 11/30/2012, with about $6,000 in dedicated reserve funds for job action and member hardship. As of 12/31/2012 we had approximately 650 members: 259 Fee Payer & 391 Full Members. Today’s lunch cost $479.96.

5.  Chief Steward/Business Agent Reports – Chief Steward Ted Sitz: There are currently 8 grievances pending.  Watch for Steward training coming in March 2013.

6.  BA – Dan Engelhart: Please see stewards regarding contract/work related issues. Additionally, bargaining for supplemental language (by State department or even specific unique work units) is done with our contract every 2 years. See Dan with any suggestions for new/augmented language for future contracts.

9.  Good & Welfare: A moment of silence was observed in remembrance of our union brother Lee Seeley who passed away on 12/26/2012 at the age of 38.

   - There is a blood drive January 15th at DPS 9 am – 2 pm, suite 100.  Also, at the VFW in No. St. Paul, MN January 7th from 1 – 6 pm.

  3. Director’s Report: Carrie Wasley - MAPE is in the process of hiring a new executive director, Mr. Monroe is retiring.
  4. Treasurer’s Report: Tom Kempe – As of Oct 31, 2012 we have $1,123.06. Tom presented the proposed 2013 budget for member acceptance.  M/S/P

Chief Steward/Business Agent Reports: Ted Sitz – there are currently 8 grievances pending in MAPE Region 5.  Steward training will be held in March 2013.  2% across-the-board COLA may not be approved by the Legislature until March 2013. Contract negations will start again ASAP, since the “new” contract term ends June 30, 2013. 
  6. BA: Dan Engelhart – MAPE day on the hill will be March 14, 2013 – please mark your calendars.  75% of MAPE endorsed candidates were elected to office.  Please remember to see stewards regarding contract/work related issues.

Local 501 donationsMAPE Local 501 made $1,250 in donations just in time for the holidays. The donations were given to four different charities.

Pictured in the photo on the upper right (left to right) are:  Tyrone Plunkett, MAPE Local 501 vice president; Carrie Wasley, MAPE Region 5 director: Tom Kempe, MAPE Local 501 treasurer; Carrie Gott, MAPE Local 501 secretary; and Gary Johnson, MAPE Local 501 president.

The donations made by Local 501 are as follows:

$250 - Feed My Starving Children, an organization that has given hope to millions of the world’s hungry in over 70 Countries across the globe. A single meal costs only 22 cents to produce, and 92 percent of total donations received go directly toward the food program.

$250 - Hunger Solutions Minnesota, a comprehensive hunger relief organization that works to end hunger in Minnesota, takes action to assure food security for all Minnesotans by supporting agencies that provide food to those in need.

$250 - Rescued Pets Are Wonderful, a nonprofit group of volunteers dedicated to finding loving homes for rescued dogs and cats, and educating the Twin Cities community about responsible pet ownership and overpopulation.

$500 - “Labor of Love – Adopt a Family” holiday program, co-sponsored by the Greater Twin Cities United Way and the St. Paul Regional Labor Federation, collects donations to provide food support families in need in the East Metro area by giving them gift cards from union grocers. The gift cards will be distributed to needy families by Catholic Charities and the Jewish Community Center in St. Paul during their 2012 holiday food drives.

1. President’s Report – Call to Order - 12:03 PM. Tyrone called the meeting to order; Gary was excused.  There was no President’s Report.

2. Negotiations Rep – Carol Walsh - is scheduled to meet December 13-14 for training and beginning work on the 2013-2015 MAPE contract.

3. Director’s Report – Regional Director Carrie Wasley, encouraged help with door knocks and phone banks.  MAPE websites have voting scores available.

4. Treasurer’s Report – Thomas Kempe: For September 2012 we had $1130.24 in dues income, $750.00 in contributions/charity, and food-beverage $509.06. We had 595 total membership.  Tom thanked the people who provided input on the budget advisory meeting.

5. Chief Steward’s Report – Chief Steward, Ted Sitz, stated that there are 10 grievances pending.  The next steward training will be held in March 2013. Ted encouraged members to vote for labor friendly representatives.

6. Business Agent’s Report – Dan Engelhart: MAPE has phone banks and door knocks coming up. If you are interested, please see Dan.  Dan encouraged members to speak with their steward if they feel the contract isn’t being honored or have a workplace concern. Sometimes concerns can be addressed outside of the grievance process, as well. We need to think about language for supplemental bargaining if we are to change things that are agency specific. Surveys are being reviewed.

9. Good & Welfare – Tyrone Plunkett reported that Local 501 Membership Secretary, Deb Raysor, recruited 7 new members at DEED and 2 at DPS.

1. President’s Report – President Johnson called the meeting to Order at 12:03 PM. Gary stated the we would quickly handle our regular reports and then open the floor to discussion on the proposed MAPE 2013 Budget & related dues increase.
2. Negotiations Rep’s Report – Carol Walsh: Negotiations & Contract proposal meetings – Creates very many Reports…How many are just enough?  Carol presented a brief statement on the non-approval of our contract by the Legislative Subcommittee on Employee Relations and about Committee Chair Senator Mike Parry. In the absence of an approved contract, current “Blue Book” contract stays in effect.  Stay tuned to MAPE’s website and electronic newsletters to get the latest news on the next steps in the process.
3. Director’s Report – Regional Director Carrie Wasley, PAC had a last minute vote to screen & fund a couple of additional candidates due to Primary Election results.  Carrie encouraged members to help with phone banks and door knocks.
4. Treasurer’s Report – Treasurer Tom Kempe thanked Dan Kelly and Scott Rasmussen for helping with the Local 501 checkbook audit (which we passed with flying colors). Last report: 655 members, 455 full members, 200 fee payers.
5. Chief Steward’s Report – Chief Steward Ted Sitz: There are currently 9 grievances pending. Surveys at DPS are complete; we are still waiting for a few to be returned at DEED.  Ted encouraged members to vote for labor friendly representatives.
6. Business Agent’s Report – Dan Engelhart: Explained the reason for the surveys: MAPE needs to know the issues that our members have to help us focus on how to best support/help them.  Encouraged members to return their surveys if they hadn’t already done so. MAPE has many phone banks and door knocks coming up - if you are interested, please let Dan know.
7. Member Discussion: Proposed MAPE 2013 Budget & related dues increase…

Local 501 Meeting Minutes
Thursday, August 2, 2012, 12:00 pm; Minnesota Room, DEED, St. Paul, MN
Attendance: Local 501 Officers – Gary Johnson, President, Carrie Gott, Secretary; Region 5 Officials – Carrie Wasley, Director; Carol Walsh, Negotiations Rep; Ted Sitz, Chief Steward;
MAPE Staff – Joni Ketter MAPE Member Representation and Services Director
Excused: Tyrone Plunkett, Vice President; Tom Kempe, Treasurer

1. President’s Report – President Johnson called the meeting to order at 12:03 PM; Topic of the day: Presentation on the MAPE 2013 Budget & proposed dues increase (link).

2. Negotiations Report – Carol Walsh, Region 5 Negotiations Rep. The 2011-2013 MAPE Contract was approved by a vote of the membership with a 90% approval margin.

3. Director’s Report – Region 5 Director, Carrie Wasley. No report due to presentation on MAPE proposed dues increase. Board of Directors Minutes are on the MAPE website (link).

4. Treasurer’s Report - Given by Carrie Gott in Tom Kempe’s absence.  Income for the month ending June 30, 2012 was $1710.99.  Total expenses for the same period were $1624.62.  Ending balance for the month was $86.37.  Local 501 fund balance is $7,863.30. Total members 654, Full members = 416; Fee payers = 143.

5. Chief Steward/Business Agent Reports – Chief Steward, Ted Sitz – There are currently 8 grievances pending.  We lost a steward to retirement – Linda Kriel.  Advanced steward training is being held on September 27th & 28th - see Ted is you are interested.  If you did not get a MAPE survey see Ted.  DPS survey’s will be distributed shortly. BA – Joni Ketter for Dan Engelhart - No report due to union dues presentation.

Local 501 announced that it has named Hunger Solutions, Friends of the St. Paul Library and Second Harvest Heartland the recipients of charitable dontions. Each of the three organizations will receive $250. The donations were based on a vote of the local's members.
