MAPE Local 2001 April Meeting

The Local 2001 MAPE meeting was held simultaneously in Rochester, Winona, Red Wing, Austin, and Albert Lea via an ITV connection. There were 11 members in Winona, 16 members in Rochester, 1 member in Red Wing, 2 members in Albert Lea, 3 members in Austin.
Kathy Richardson, President, called the meeting to order at 12:05 pm.
• March Minutes were brought forward for approval. The motion was seconded and passed.
Doug Johnson – Treasurer’s report, was delayed until April’s meeting.
Eric Porcher, Region 20 Director,
• MAPE’s 2012 Delegate Assembly will be held Friday, September 21 and Saturday, September 22 at the DoubleTree by Hilton, Bloomington. In addition to the Board of Directors, each local will be represented by Delegates based on the number of members in the local as of April 1, 2012. Please remember that the President of each local is one of the Delegates, in accordance with the MAPE Bylaws. Nominations are being taken for three Delegates and two Alternate candidates starting April 9th. Nominations will close around the middle of May.
• Nominations will also be open for a Negotiations Team member and the Regional Director.

Jay Smith-Negotiations update –
• Jay went over the options of voting on the Governor’s proposal by either electronically voting or mail in ballot. A quick review of the proposal was presented and the option of rejecting or going to binding arbitration was given. Recommendations from both the Board of Directors and the Negotiations Team were given. Any questions for Jay was to be directed to his home email at tao2k4@gmail.com
New Business -
• The Office of Membership Secretary Position was brought forth by Kathy Richardson to add to the list of the Local 2001 executive team. A local office of Membership Secretary emphasizes the importance of membership recruitment, retention, and involvement. A member who wants to be more involved--but not hold a more traditional office--may be an excellent recruiter. The motion was seconded and passed.
• Jon Krusmark announced the next MAPE Meet and Confer meeting for RCTC is scheduled for Tuesday, April 10 at 11:00 a.m. in the Presidents’ Room. Please forward to any agenda items for this meeting and the agenda will be distributed electronically at the end of the week.

MAPE Local 2001 March Meeting

Doug Johnson – Treasurer’s report, the ending balance as of January 31, 2012 was $20, 230.71.

- MAPE Finance Committee Report: As of 1/31/12 Income 104% of budgeted amount; Expenses 81% of budgeted amount.
- A fair amount of the BOD meeting was spent in Executive Session discussing contract negotiations, timelines for a membership vote and issues concerning Executive Director Jim Monroe’s current contract.
- Article: Red States Take More Money From Washington Than They Put In; on average Republican controlled states get 30 cents more federal spending per tax dollar than their democratic neighbors. Read more about it at: http://motherjones.com/print/149641.
- Institute on Taxation and Economic Policy (a non-profit, non-partisan research organization that focuses on federal and state tax policy) articles on Critiques of Arthur Laffer’s Supply-Side Model Show Tax Cuts as Junk Economics. Conclusions of articles are the “High Rate” income tax states are out-performing No-Tax States. - BOD has voted to extend Executive Director Jim Monroe’s contract to May 31, 2013.
- BOD has directed Executive Committee to begin advertising for a new Executive Director in June 2012.
- BOD has directed Executive Director to proceed with hiring of 4 Business Agents The 4 BA’s will: replace one who left MAPE in 2011; one who left MAPE early in 2012, one who is to retire in April 2012; one will be added to the existing BA’s to reduce the workload. It is my understanding that 2 new BA’s have been hired as of this writing.
- MAPE is currently upgrading/replacing its servers. It is my understanding that the servers are 5+ years old and been held together by band-aids for quite a few years.

Jay Smith-Membership Report & Negotiations update – Jay introduced the MAPE Statewide President, Chet Jorgenson.
- March 16, 2012 in the MAPE Central Office is the deadline for fee paying members to become full members.
- MAPE hired 4 new Business Agents
- Chet went into discussion about the latest on negotiations

MAPE Local 2001 January Meeting

Kathy Richardson, President, called the meeting to order at 12:09 pm.December Minutes were not brought forward for approval. Addition to the December minutes: Motion was brought forward from Jay Smith to donate up to but not exceed $125.00 for flowers or memorial for MAPE member, Steve Ronkowski, whose dad who passed away. It was seconded and then discussion was held. The motion was amended and seconded to proceed with $125.00 to go to a memorial first if one was set up, if not, flowers would be sent for the funeral. Motion was passed.
Doug Johnson – Treasurer’s report, the current ending balance as of November 30, 2011 was $18,520.58.

- The BOD meeting was not held in December
- A lot will happen in the next 10 months with elections, negotiations, and legislature session

Kay Pedretti -Chief Steward Report – Rich Ransom, Business Agent, was present and reported on the following:
- Wages, retirement, and other benefits in jeopardy for contract renewal
- “Right to Work” change that is proposed is the same at “At Will” employment
- The Republicans are attacking the benefits for making cuts
- Governor has the fiduciary responsibility to balance the budget
- Members were urged to carry the message to other members not attending the meeting
- Members were encouraged to sign up for Team MAPE so they will get notice for rallies, Town Hall meetings, and knocking on doors

- Take back our floating holiday – negotiable item for maintaining

MAPE Local 2001 December Meeting

Doug Johnson – Treasurer’s report, the current ending balance as of October 31, 2011 was $18,052.32.
Eric Porcher, Region 20 Director,
- MAPE Finance Committee Report: Income 100% of budgeted amount; Expenses 88% of budgeted amount. MAPE continues to be financially sound. Shutdown resulted in loss of dues income for MAPE in the neighborhood of $110,000. Not sure what will happen in 2012, but MAPE could very well finish the year in the pink. Delegate Assembly cost approx. $4200 more than anticipated due primarily to lodging expenses.
- MAPE Statewide Officer Elections closed on Nov. 12. Less than 20% of eligible voters cast a ballot.
- The statewide election results are: Chet Jorgenson-President; Jamie Fitzpatrick - 1st VP; Royce Tyre – 2nd VP; Mary Baker – Secretary; Michelle Doheny – Treasurer.
- Insurance negotiation: Resolution was reached for open enrollment; Negotiations are continuing with union coalition and Governor’s Team
- Contract Negotiations: Ongoing, but progress is slow. Update from Jay.
- MAPE members forfeited $215,528 worth of vacation hours during FY2010.
- MAPE has begun the process of hiring another BA. The industry standard is 1,000-1,500 members per BA. MAPE BA’s have an average ratio or 1:2167
- Food drive was held on 11/21/2011 for locked out American Crystal Sugar Workers. The lockout is now greater than 5 months long.
- The BOD voted to support American Crystal Sugar Workers in the amount $5000 from undesignated reserves;
- MAPE’s 2012 Legislative Campaign, State Contract and Election Plan; 1) Negotiate, settle and pass a collective bargaining agreement that MAPE’s negotiation team finds fair, MAPE members can accept and the legislature and governor will support. 2) MAPE members and staff must continue to work together to defend against legislation and amendments which will weaken or eliminate collective bargaining rights, pension benefits, and other legislative measures that will harm working families. 3a) Win back MAPE friendly majorities in the Minnesota House and Senate; b) Defeat Minnesota constitutional amendments that are harmful to public employees; c) Increase member involvement in MAPE political activities.
- Currently there is not a BOD meeting scheduled for Dec.

- Negotiations update:
Insurance negotiations is still $75 million apart
May be hikes in insurance premiums in 2012
Definite hikes in insurance premiums in 2013 with Tier 3 & 4 to have significant increases
- There is a current toy drive going on for the Crystal Sugar union members
- MAPE Central is looking at hiring another Business Agent to handle membership

- Jay posed a question for the membership; What is more important for MnSCU employees– continue dependent tuition coverage but for more than 16 hours or give employees an option to take classes at a two year or a four year college. Contact Jay Smith with your feedback.

- The BOD was in Executive Session for a total of 3.5 hours talking about Bargaining Updates, Grievances and Internal Policies;
- MAPE Statewide Officer Elections close on Nov. 12. Secret ballots must be received by close of business on Nov. 12. All full members should exercise their right to vote;

Kay Pedretti -Chief Steward Report – Kay Pedretti reported that the Class Action suit going on for union members that were denied vacation time off whether you had vacation time accrued or leave without pay is still available for members to be included. You can find the form on the MAPE website and need to fill out by November 10th. Contact Kay at (507) 457-5288 with any questions. There are also a couple of grievances still going on.
Statewide Candidate Open Forum was opened from ITV at Century College. The following candidates were present: Cathleen Cotter for President, Sandy Dunn for Vice President, Royce Tyre for 2nd Vice President, Michelle Doheney for Treasurer. Glen Donnay gave his presentation for Vice President via Royce Tyre. Each candidate was given 3 minutes to state their background and what they would do if elected.
Jay Smith-Membership Report & Negotiations update
- Jay had Sandy Dunn give the latest on the Negotiations update:
Open enrollment 2012 –there may be a slight increase in dependent coverage
Government team is new and legislation will have 51 bills
Membership – fee verses full share members makes it look like members are not in consensus
New Resolution –brought forward to have $1,000 designated out of the budget for Local Negotiations Committee expense. Local 2001 has 46 work sites and receives no money from MAPE Central. The motion was seconded and passed unanimously.
Kathy Richardson had other members pull the three winners for the meeting. Three $10.00 Subway gift certificates were drawn and the members needed to be present. The winners were Winona-Kay Pedretti, Rochester-Kathy Richardson and ITV at Century College-Michelle Doheney.

MAPE Local 2001 October Meeting

• September minutes were presented for approval. One correction on the date of the meeting was made and then the minutes were passed.
• Kathy reported that both Eric Porcher, Region 20 Director, and Jay Smith, 2nd Vice President Membership received plaques in recognition of their hard work at Delegate Assembly.
Doug Johnson – Treasurer’s report, As of August 31, 2011, the income was $828.10 for the month, no expenses and the year to date balance is $18,540.31.
Eric Porcher, Region 20 Director, reported that there was no Board of Director’s meeting in September due to Delegate Assembly.
• At Delegate Assembly, the budget for 2011-2012 was presented. There is a “Future Years Operation Fund Line” in the budget to help if dues income does not cover the expenses for the year. The budget was passed. So far membership dues have not seen an increase but that may change for next year’s budget.
• Jon Krusmark reported on highlights of the resolutions of Delegate Assembly. Most of the resolutions dealt with language changes. Negotiations and the Election Committees reviewed them ahead of time so it was a pretty smooth process at Delegate Assembly.
• Jim Monroe’s message at Delegate Assembly highlighted the locals with more than 75 % full share members. Total membership is going up to 13,500. Local 2001 has 68-69% of full share members. It is not possible to get an accurate count currently due to the new SWIFT software. Members can anticipate anti-unions theme in the next legislation along with high deductible insurance coverage and tax on benefits. It is currently our advantage to have the current contract continue while negotiations are going on. Member’s steps are still ongoing at this time.
• New terminology for fair share members was changed to “fee” payer to help clarifying those members who are not full share and therefore are not voting members.
• Jay Smith interjected about the terminology discussed for the local executive team and that the only member affected by it in Local 2001 was one member, Paul Omdal, in Winona. Jay will be talking to him.

Jay Smith-Membership Report
• Jay is stepping down from his 2nd Vice President position.
• 10 to 15 scholarships have been awarded to MAPE members around the state. There is one more scholarship available to October 7th for an individual or a group for $1,000.00 for professional certification. Check the MAPE.org website for more information.
• Statewide Candidate Open Forum was opened and Mary Baker introduced herself and her platform on ITV from Century College. Next month there will be another open forum for more candidates running.
Kathy Richardson announced that there would be drawings at the month meetings to encourage more member attendance and participation in helping line up meals or other items as needed for the local meetings. Three $10.00 Kwik Trip gift certificates were drawn so each of the ITV locations; Winona, Rochester and Albert Lea, would received one. The members had to be present to win and the following names were drawn: Jon Krusmark-Rochester, Holly VonPelt-Albert Lea, Steve Ronkowski -Winona.

MAPE Local 2001 September Meeting

• July’s minutes were approved and passed but were noted in the August minutes.

Doug Johnson – Treasurer’s report, no report was given due to the treasurer being on vacation.
Eric Porcher, Region 20 Director, reported on July Board of Director’s meeting:
• Much of what was discussed at the 7/15/2011 BOD meeting was state government shutdown related topics.
• MAPE Finance Committee Report:
o Income 103% of budgeted amount;
o Expenses 85% of budgeted amount. This will likely change due to a loss of dues income for one pay period.
• The attendance at the July 6, 2011 Rally at the Capitol was very disappointing. The total attendance was estimated (by me) at approx. 1,000. Editorial note: 23,000 state employees were laid off and approximately half of those are employed in the Greater Twin Cities Metro Area. Potential attendance by laid off employees from the Metro Area could’ve been as high as 11,500. Why did less than 10% choose to attend? Local 2001 had two or three members in attendance.
• One of the reasons Governor Dayton sought a compromise resolution to the budget impasse was because he felt that enough damage was done to state workers. Another reason given was that concern was expressed by the public (at public meetings around the state) that disabled and elderly citizens of MN were impacted by the shutdown.
• Approximately 600 state workers were scheduled to retire in the month of June 2011. Average number of employees retiring from state service is “normally” 200 per month.
• Locals are encouraged to develop criteria and implement Local Member Assistance Funds.
• Unless there is a significant economic recovery in the next 18 months MN will be facing a significant budget deficit for the 2014-15 biennium.
August Board of Director’s meeting:
• MAPE Finance Committee Report:
o Income 100% of budgeted amount;
o Expenses 91% of budgeted amount.
• Steward Trainings scheduled:
o One Day-Basic steward training Oct. 11 – reg. deadline 10/3
o Two Day- Advanced steward training. Nov. 22-23-reg. deadline 11/10.
• MAPE Delegate Assembly Sept. 23-24, 2011.
• MN House of Reps 2011 State Fair Poll;
• During shutdown membership believed that anything they did wouldn’t make a difference (also in political arena) (See 8/2 Regular Director Report.) Was that a self fulfilling prophecy?;
• Strategic Planning: Who is with us? AFSCME – Tax the Rich campaign (not 100% in agreement w/MAPE, MAPE prefers the “Balanced Approach”/middle class message; Education MN-very self centered in support of teachers; DFL-a lot of time spent keeping doors open, i.e. existing…perhaps more concerned about 2012 election. Rank and file DFLers were supportive of state workers during shutdown; Gov. Dayton-vetoed toxic legislation, but not 100% with us; MMB continues to treat state employee’s poorly (continuation of Pawlenty Administration Philosophy); Lori Swanson (AG) – filed papers during shutdown to have basically everyone come back to work during shutdown (all state employees are critical); Mark Ritchie-State Auditor was helpful; TEA Party-may have gone so far to the right that they are our “friend” in that Minnesotans may vote in 2012 to return to a more moderate political climate; $300,000 ad buy w/AFSCME didn’t have impact comparable to the ad targeting Emmer during gubernatorial campaign; Government Reform: may be state employees friend if we can work with Dayton to reform government while at the same time protecting jobs.
• Strategic Planning Part B: Goals and Tactics: Goals- pay raise …inflation +, less than 5% inc. in health care costs, fix contract language inequities, restore civil service as an honorable profession, high voter turnout in MAPE elections, contract vote; motivate members to participate; Tactics: higher membership % (time and money); Ad Buys; Organize MAPE by legislative district?; Communications-desk drops, website, social media, calls(robo and phone banks); Member education; Coalition building (outside of MAPE/AFSCME and AFL-CIO)
• Public Poll conducted jointly w/AFSCME: MN Public Employees 63% favorable rating; Dayton 49%; Zellars 12%; Koch 12%; DFL Minority leadership 12% rating; TEA Party-48% neg. rating 22% favorable rating; If election held today 45% vote DFL and 31% GOP; Wage issue 52% favorable regarding union/middle class; 31% thought unions drove up wages too high; 68% responded that state government shutdown will affect how they will vote; Wage levels 43% say about right; 46% say $14,000 for retirement about right, 12% say too generous; Health care coverage-49% about right, 22% too much; 56% oppose shifting from defined benefit to defined contribution; Bush Foundation Poll similar results to MAPE/AFSCME Poll.
• American Crystal Sugar Labor Lockout: 1,300 workers locked out on 8/1/11.
o At issue is health care benefits and pension. 96% of rank and file rejected contract. Am. Crystal Sugar posted $1.2 billion in profit in 2010; top 4 executives receive $4.3 million in total compensation; avg. worker salary range is 30-50k. Members are encouraged to boycott purchases of Crystal Sugar.

• There are some grievances – some related to shutdown others are not.
• Reminder of October 11, 2011 Basic Steward training and Two Day Advanced Steward Training. November 22-23, 2011.
Rich Ransom – Business Agent
• Commended both Cathy Finken for her years of service as Chief Steward of Local 2001and Kay Pedretti for stepping up to be the new Chief Steward.
• Negotiation of contract could be on the 2012 ballot for collective bargaining rights.
• There is an initiative to reduce 15% of the workforce by 2015.
Jay Smith-Membership Report
• Jay read Jim Monroe’s (MAPE’s Executive Director) memo that stated the existing MAPE contract is still ongoing until negotiations are set and voted on.
• State wide elections are coming up. At Delegate Assembly, candidates will be nominated for Statewide Officer positions for MAPE.

MAPE Local 2001 August Meeting

The Local 2001 MAPE meeting was held simultaneously in Rochester, Winona, Red Wing and Albert Lea via an ITV connection. There were 14 members in Winona, 5 members in Rochester, Rich Ransom was not present.
Kathy Richardson, President, called the meeting to order at 12:10 pm.
• Kathy highlighted the Local Town Hall meeting held in Rochester with a couple of politicians (Kim Norton was present and State Senator Carla Nelson by phone).
• Kathy praised the work that Eric Porcher has done as Region 20 Director to keep us informed by email of the latest update with legislators and MAPE Central during the shutdown.
• The slate of officers for Local 2001 were white balloted with the following for officers for this year: Kathy Richardson, president, Doug Johnson, treasurer. Vice President and the Secretary positions were still open at this time. Members were encouraged to step up and help fill these positions. Local 2001 Delegates slate was presented the members and voted on since it was not done by a mail out ballot. The following members were elected as Delegates: Jon Krusmark, Cathy Finken, Mike Nielson and Jamie Prasser as alternate.
Doug Johnson – Treasurer’s report, As of June 30, 2010, the income was $828.24 for the month, $407.25 in expenses and the year to date balance is $16,686.61.
Eric Porcher, Region 20 Director, was not present. Jay Smith reported on the following items:
• Electronic Ballot was used speeding up turnaround time for the Memorandum of Understanding. The survey from the voting was 32 pages of comments where the MAPE members were very pleased with the electronic choice. It was $25,000 to do this type of voting. Members were made aware that this electronic voting option may be brought up at Delegate Assembly to do more on a regular basis and voted on by the delegates.
• Hardship grants for MAPE members are available if someone was laid off and couldn’t make their bills. Certain criteria has to be met first so members were ask to check with MAPE Central or website.
Kay Pedretti -Chief Steward Report – Kay Pedretti was named the new Chief Steward. Kay announced that there is new basic steward training in October at MAPE Central for those members interested. Jon Krusmark stated that Rich Ransom was not able to attend today’s meeting. He reported on Rich’s behalf that 10 grievances in the region were currently going on.

• MAPE scholarships for members are still available until August 17th, at 5:00 pm. Applications can be found on the MAPE.org website. There is currently $25,000 available in the fund. The committee has received five applications so far.

MAPE Local 2001 July Meeting
Tuesday, July 5, 2011 12:00 pm-1:00 pm
The Local 2001 MAPE meeting was held simultaneously in Rochester, Winona, Red Wing and Albert Lea via an ITV connection. There were 22 members in Winona, 8 members in Rochester, 3 in Albert Lea. Business Agent, Kelly Ahern was present.
Eric Porcher, Region 20 Director, called the meeting to order at 12:05 pm.
- Eric brought forward the June minutes for approval, the minutes were seconded and they were passed.

Director’s Report
Eric Porcher, Region 20 Director, reported on the following items:
- From the Board of Directors’ meeting on the budget update: the current Revenue (as May 31, 2011) is at 103% of budgeted amount and expenses are at 80% of budgeted amount.
- Roughly 23,000 state employees received layoff notices.
- MOU between MMB (State of Mn) and seven state employees unions was drafted in an incredibly short time period. The MOU offers protection for all state employees in the event of a shutdown. MOU was voted on by MAPE members via an electronic balloting system. 49% of eligible voters cast a ballot and approximately 95% of those voted to approve the MOU.
- June 30th candle light vigil at the Capitol on the eve of the Shutdown was fairly well attended.
- Shutdown is losing situation for everyone: state employees, the public in general and there may be political fallout. The Shutdown is costing the State of Mn more than it is saving (primarily salary savings).
- Budget negotiations between Gov. Dayton and legislative leadership and not going well. The legislative leadership has rejected every proposal that Gov. Dayton has laid on the table.
- July 6th there is a rally at the Capitol from 4:30-6:30pm. The rally is a cooperative effort with AFSCME, MAPE, AFL-CIO and other interested parties. All state employees are encouraged to attend.

New Business: Kelly Ahern, BA for Local 2001 for the duration of the Shutdown, spoke to the members about what they could do at this time: tentative plans have been made for a lit drop in the neighborhoods of representatives and senators across the state; Town Hall meetings with Senators and Representatives have also been scheduled at numerous locations; members need to continue contacting their legislators and tell them personal stories about their situation and what would has happened since the Shutdown has occurred.

Kathy Richardson, President, was not able to attend the meeting but the rest of the leadership team was present.

• Reviewed information on the “Memorandum of Understanding” and took questions.
