Minutes from 10/21/08 meeting approved

Presidents Report:
-Reminder to take advantage of the Medical Dental Expense Plan. Today is the last day for Open
Enrollment.
-Fergus Falls CARE Program is now a Chemical Dependency Maternity Unit. This unit has
taken the place of the 14 bed Adolescent Unit at Fergus Falls.

Regional Director:
-The proposal to increase travel allotments for members in Rural areas was declined for now due
to the already approved budget.
-Budget Cut Task Force requesting members ideas to help cut the budget has not been very
successful.
-Focus Group on hold
-Mentioned the $250 debit card due to surplus Health Care $’s. This will be coming in Jan. 09.

BA Report:
-Arbitration postponed until February 2009.
-More grievances in the past 3 weeks than past year across all State Agencies.
-Exempt Employees hours are not guaranteed hour for hour (According to MMB). This is up to
individual Supervisors. MAPE will grieve if right to balance hours is denied.
-Grievance for DEED employees sent home 2 hrs early during the RNC with no option to stay. -Discussed ways the State system is costing more $ at same time of a huge budget deficit.
-Gearing up for the next Legislative Session

Negotiations Report:
-Surveys will be coming in the mail. Keep the faith. Complete and return the Surveys to the
Negotiations TEAM. The scheduled dates of 12/2 and 12/3 to review the surveys may be
delayed if the surveys are not received in time.
-Face to face meeting with the State is scheduled for February or March ’09.
-State will more than likely still want to impose more deductibles despite the surplus in HC fund.
-Requesting negotiators from local departments to communicate with master negotiators
regarding local issues/concerns.
-Pushing to increase reimbursement of Sick leave at retirement.
-Discussed the $250 debit card coming because of surplus in HC account. Encouraged members
to talk to Legislators and tell them we need a Salary Supplement. We held down HC costs and
deserve more than just a $250 debit card.

Old Business:
-Turkey Trot
Voted against having both the Turkey Trot and a Banquet. We will do the Turkey Trot on
Tuesday 12/16, in lieu of the monthly meeting.
Fair Share members will be given a Turkey if they sign up for full membership prior to or on
the 16th.

New Business:

Good & Welfare:
Voted to allocate up to $50 for a gift package to be sent to Chris Staples, (full share member from CLC) who is serving his 4th Tour in Iraq. Turkey will also be delivered to his family by coworker from CLC.
