Welcome! MAPE's 2009 statewide election cycle is underway

Nominations opened on July 28, 2009, and will close on Sept. 26, 2009, (at the Delegate Assembly) for Statewide Officer positions (2-year term): president, first vice president, second vice president, secretary and treasurer. Also three trustee positions (4-year terms).

Below is the letter, accompanied by the candidate information packet, that candidates will receive following their official nomination at the Sept. 25-26 Delegate Assembly -- candidate information packet information is linked in on the upper right-hand portion of this page:

SUBJECT:      Candidate Information Packet

Congratulations on your nomination to be the MAPE officer/trustee.  You were nominated by _______________ of Region______.  This packet of material is to assist your preparation for the officer election, and to inform you of your rights and responsibilities as a candidate.

But first, the Elections Committee needs to know whether or not you are willing to be a candidate for the office for which you were nominated.

--->      If you are willing to be nominated for the office of _______________, complete the form "Candidate's Affirmation of Intent to Comply" contained in this packet. 
Mail, fax or deliver it as soon as possible to the Elections Committee at the MAPE office. 
If this form is not received by October 2nd - 4:30 P.M., you will not be eligible.

            --->      If you are not willing to be nominated for the statewide office or trustee, please notify the Elections Committee as soon as possible by mail or fax to the MAPE office, -by 4:30 P.M. – October 2, 2009.

Nine documents are enclosed that you will need as a candidate.  These are:

(1)       "Candidate's Affirmation of Intent to Comply."

(2)       Fidelity Bond Application

(3)       The timetable for the 2009 statewide officers/trustee election."

(4)       "Election Rules and Timelines”  (amended Sept. 20, 2008.)

(5)       MAPE “Constitution” and “Bylaws”.

(6)       2009 MAPE Election Notice

(7)       "Candidate Personal Statement Form" - due Oct. 9, 2009, 4:30 PM, MAPE office.

Please read carefully the election rules and timelines, the Constitution and the Bylaws.

Please call an Elections Committee member if you have any questions about your rights and responsibilities as a candidate.    The current members of the Elections Committee are:

You may choose to employ campaign literature to increase your chances of being elected.  If you do, it is important to remember that all campaign literature must bear the name of the author, the funding source, and the candidate it supports.  One copy of all campaign literature must be filed with the Elections Committee before it is distributed.  Please file copies of literature with Eileene Hulko, Chair, (eileene.hulko@state.mn.us) 3460 Lexington Ave N Ste 300, Shoreview, MN 55126.

Literature filed with the Elections Committee will not be viewable by anyone but committee members, except (1) in the context of a protest investigation where affected persons request to see a candidate's literature; and (2) after the election.  It is not the committee's intention to be an information clearinghouse about campaign literature, but to monitor literature in regards to the election rules and timelines.

Financial Report.  A financial report must be filed by ALL candidates with the Elections Committee by November 25, 2009. (see attachment A. – financial report)  It is important to keep accurate records of any campaign contributions and all expenses.  Please refer to Election Rules and Timelines (Article IV, Campaign Support).
It is also important to note Article V.  Campaign Conduct, Section 4. E-Mail Use states:  “State e-mail or equipment (including printers and fax machines) may not be used for MAPE campaign purposes.” Section 5. Campaign Literature states:  “The Elections Committee shall establish the format and filing requirements for all campaign literature.  All campaign literature shall bear the name of the author(s), the funding source, and the candidate(s) and/or issue(s) it supports. One copy of all campaign literature shall be filed with the Elections Committee prior to distribution.  Candidates are solely responsible for the content of their campaign literature.”

There will be one free mailing of campaign literature for officer and trustee candidates.  To help candidates prepare for this, please note that 9000 unfolded copies of the campaign piece (one 8.5” by 11”, per candidate, on 20 lb. paper only) must be received by Accurate Mailing, 1928 W County Rd C, Roseville (651-633-2488), directions included in this packet of election materials - no later than 3:00 P.M. on October 9, 2009.

If candidates wish to mail literature at their own expense using MAPE mailing lists, they should contact the Elections Committee.   No access to the MAPE mailing lists for campaign purposes, whether local or statewide lists, is permitted except through the Elections Committee.

The Candidate Personal Statement Form should be completed and returned to the Elections Committee at the MAPE office by October 9, 2009.  Please note that what is listed on the form is exactly what will appear with the ballots: no typographical, grammatical, or editorial changes will be made.  The statement should be typed neatly in the box provided, in camera ready form.  The statement may not exceed the box margins.
